PROPOSTA DE INCLUSÃO DE CRITÉRIOS DE COMPRAS PÚBLICAS VERDES EM UM ESTUDO DE CASO DO TRANSPORTE COLETIVO EM PORTO ALEGRE-RS

Through the use of environmental criteria, public procurement has the potential to promote sustainable development. In Brazil, there is no effective application of these criteria, opposed to the European Union (EU), where a consolidated model of Green Public Procurement (GPP) occurs seeking to reduce Greenhouse Gas emissions in the transport sector. Therefore, the case study proposes the evaluation of Porto Alegre’s Company of Public Transport tender and a subsequent perusal in order to evaluate the possibility of including environmental requirements in its text. The method comprehends three stages: (i) analysis of cases implemented in the EU and the criteria for the transport sector; (ii) evaluation of the case study's terms of reference; (iii) proposition of changes in the public procurement to include environmental performance and the Sustainable Development Goals (SDGs). The results demonstrate positive effects in GPP application within the EU transport sector. Also, in Porto Alegre’s procurement process analysis, the possibility of including environmental criteria was perceived, which would contribute to SDGs implementation and the GPP's effectiveness in Porto Alegre's public transport.
