The road network comprises approximately 21 million kilometers worldwide. An estimate predicts an increase of 3 to 4.7 million kilometers of roads by the year 2050. In this context, the relevance of this study is related to the importance and intensive use of the road modal, the exploitation of natural resources for the construction and maintenance of the road network, and the reduction of CO2 emissions with the application of recycled materials in the base layer. In view of this, an assessment was made to verify the possibility of replacing natural aggregates with recycled aggregates RAP (Reclaimed Asphalt Pavement) in the base layer of pavements. Mixtures with 20% soil and 80% RAP, stabilized with 0%, 3.5%, and 7% Portland cement were subjected to unconfined compressive strength (UCS). The results show that the most appropriate proportion of Portland cement (CP) is between 4.5% and 5%, thus meeting the normative values.
