Abstract

As a way to improve urban planning in order to mitigate noise in cities, standards and laws regarding noise pollution have arisen, addressing the parameters for noise nuisance evaluation in outdoor environments. In Brazil, it is highlighted the resolutions published by the Conselho Nacional do Meio Ambiente (CONAMA) and the standard developed by the Associação Brasileira de Normas Técnicas (ABNT). Despite the provision of Brazilian standards, the use of sound mapping is not a widely diffused tool in the country. From this perspective the following questions arise: a) What is the importance of the data obtained in the noise maps? b) What are the ramifications of noise maps? c) What is the methodology used to introduce the noise variable in the cities Master Plan? The objective of this work was to evaluate the sound impact generated by noise in the city of Cáceres-MT and to develop a methodology for the inclusion of sound variables in the planning instruments in order to allow the creation of design guidelines for urban noise mitigation. The development methodology was based on the elaboration of a diagnosis through acoustic mapping of traffic noise, evaluation of environmental noise in sensitive areas such as schools and hospitals and a community reading to assess the perception of society about noise pollution, followed by a prognosis and implementation of action strategies along with Drafts of Law to be approved by the city council. With the result it was possible to implement and propose strategies and actions for the Municipal Master Plan, mainly as Drafts of Law, such as the elaboration of the Estudo de Impacto de Vizinhança (EIV) for new enterprises with activities that generate noise pollution, establishes that for all areas and uses the limits of sound levels, in decibels, will be limited by those described in ABNT NBR 10151 (ABNT / 2019), and the potentially noisy activities should provide acoustic treatment solutions to the generating or affected environments.
