The building legislation is directly responsible for the morphology of the urban soil, which in turn impacts on the density of buildings, natural ventilation capacity in the urban context or on the level of the housing unit and also on the amount of insolation available. However, little use is made of an integrated project for the implementation of laws adapted to the climate that is inserted. This work aims to understand the impact of a construction within the laws of land use and occupation in the city of Fortaleza, Ceará. The study is about the impact of a newly delivered condominium, here called condominium A, with approximately 70 meters high and counting with the first 12 meters of garage underwash completely sealed to windward, in the ventilation to a second condominium here called Condominium B. The condominium B was delivered even in the 80's, is a condominium composed of two towers with 30 meters of height each. The study concludes that condominium A strongly impacts the ventilation capacity of condominium B and that the building legislation that promoted the construction of the new condominium is not aligned with a need of urban planning that aims at the full capacity of natural ventilation to all buildings.
