Abstract

The purpose of this article is to present how the climate theme is addressed in the Participatory Master Plan of the Municipality of Palmas - TO (PDPMP), Municipal Supplementary Law nº 400, of April 2, 2018, with a focus on the effectiveness of the application of the determinations of the Plan and its motivations. To this purpose, a documentary analysis was carried out in the text of the PDPMP Law, to check how the theme related to climate and environmental comfort was addressed in the text of the law. From there, we sought to understand the role of urban management in order to implement the guidelines presented in the Plan. It also sought to understand how the discourse on the theme of climate, climate change and environmental comfort was built in the process of reviewing the Master Plan, showing which are the main sources of information and problems presented. In these analyzes it was possible to observe that most of the actions and programs implemented by the municipal management in order to make the PDPMP effective were those related to urban afforestation, foreseen in the afforestation plan in detriment of other actions related to the mitigation of climate change effects and the revision of complementary laws.
