Evaluation of the effectiveness of multifunctional urban design projects in reducing flood risk under future perspectives

Abstract

Urban flooding has intensified in recent decades due to the combined effects of climate change and accelerated urbanization, particularly in low-lying areas. In this context, this study evaluates the effectiveness of a multifunctional urban design project in reducing flood risk under future conditions, considering population growth and climate change projections for the year 2050. The methodology integrates hydrological-hydrodynamic modeling, using the MODCEL model, with the application of the Simplified Flood Risk Index, which is based on population exposure and flood depth indicators. The study area is the Piraquê-Cabuçu River watershed, located in the municipality of Rio de Janeiro, with a focus on the neighborhoods of Jardim Maravilha and Piraquê. The results indicate that, even under critical future conditions, the project simulated in condition C2 significantly reduced flood depths and risk levels in Jardim Maravilha, without causing increased flood impacts downstream. It is concluded that well-planned multifunctional solutions can effectively support integrated urban flood management. Future studies should consider multiple climate scenarios and incorporate socioeconomic indicators to better represent inequalities in vulnerability.
