Studies about how climate change is tackled and the implications for urban governance have recognized the need to integrate policies focused on climate, which concentrate on international and national levels, disregarding the local level. Looking to investigate local actions, this article aims to analyze current Master Plans and municipal laws in 39 municipalities of the metropolitan region of São Paulo to explore the existence of policies dedicated to adaptation and mitigation of climate change. The analysis based on 10 questions reveals that more than 90% of the 39 municipalities do not cite directly the term "climate change" in their Master Plans, number that drops to 72% when only municipal planning legislation is analyzed. It was also verified that nearly 70% of municipalities do not establish the Municipal Climate Change Policy, emphasizing the need for a discussion on climate policy and adaptive planning of cities.
