The growth in energy consumption of buildings accelerated the need to create strategies to improve energy efficiency, influencing the design of architectural projects that present solutions with low energy consumption and in the reduction of greenhouse gas emissions, which increase with urban development. accelerated. Procel, together with Inmetro, implemented the National Energy Conservation Label (ENCE) for commercial, service and public buildings, classifying the energy efficiency of the building from A (most efficient) to E (less efficient), being created in 2009 the Technical Regulation on the Quality of the Energy Efficiency Level of Commercial, Service and Public Buildings (RTQ-C). In 2018, Inmetro published the Inmetro Normative Instruction for the Level of Energy Efficiency of Commercial, Service and Public Buildings (INI-C), in order to replace the RTQ-C. The objective of this work was to apply the RTQ-C, in the evaluation of the energy efficiency of an envelope and to compare it with the results of the INI-C. To apply such techniques, the hypothetical-deductive method was used, taking the building of the Brazilian Army as an empirical object of study. By RTQ-C, the building envelope was labeled C and by INI-C, it obtained label A, with 17.11% savings in energy consumption. According to the INI-C, the energy efficiency assessment is made by the percentage of savings generated when compared to a building in a reference condition with level D. The INI-C proved to be the most efficient technique, compared to the RTQ- C.
