The inclusion of the demands of elderly in climate adaptation planning: a review

Two events currently observed whose impacts impose new challenges on cities: climate change and population aging. When analyzing these two converging trends, the question arises as to how cities have been adapting to climate change scenarios within an inclusive agenda for the elderly, considered one of the most vulnerable groups. The goal of this research was to identify how adaptation strategies are being developed and how the elderly are being included in this planning, based on the analysis of Climate Action Plans from Latin-American cities. The result shows a trend in the use of strategies that are both mitigating and adaptive, especially those aimed at expanding and requalifying urban green areas. However, there is a gap regarding the inclusion of vulnerable groups in the plan preparation stage and, consequently, in specific actions that meet their demands. The results can contribute to highlighting the importance of planning climate actions that allow vulnerable groups to develop capabilities to face extreme events.
