Abstract

Target Value Design (TVD) is a method that considers client constraints as determining factors in the design process, aiming to maximize the delivery of value. There are some studies on TVD in Brazil. However, few have aimed to describe the trajectory of its implementation in national civil construction projects. The main premise of this research emphasizes the need for integration and collaboration among stakeholders (PIs), as essential factors to guide the implementation of TVD in the sector. Its objective is to describe the initial stages of the gradual implementation of TVD in a high-containment biological laboratory project in Brazil. An exploratory and descriptive case study was conducted on the journey and challenges faced in the application of early involvement of PIs in this project, and the necessary integration and collaboration of its key members. The research also highlights the stages in the definition, classification, and selection of these factors as priorities for TVD implementation. This contribution on the implementation of TVD in a national project offers lessons learned for future initiatives, as well as recommendations for overcoming the challenges of TVD implementation in Brazil.
