BIM: a discussion on mandatory usage in public buildings

The use of BIM tools in public projects bidding processes is not yet mandatory. Even with the incentive provided by Decree 10.306, as well as guides issued by AsBEA (Brazilian Association of Architecture Firms), there are no laws that make the BIM methodology mandatory for public and private projects. Therefore, this article seeks to understand how Brazil is at the end of the first phase of BIM implementation in the country, how the incentive documents created and the necessary bureaucracy have guided offices and the public sector to a complete adoption of BIM and how the discussion about its obligatoriness has taken place.
