PROJECT ANALYSIS FOR SANITATION CONSTRUCTION: METHODOLOGY, RESULTS AND RECOMMENDATIONS

Abstract

Infrastructure construction usually features complex and multidisciplinary projects and several stakeholders, thus increasing their sophistication and need for integration while requiring a number of variables and uncertainties to be considered. Many authors refer to deficiencies in design quality as a major cause of construction flaws, leading to eventual delays and alterations which can be more substantial in such projects. The current Brazilian legislation does not thoroughly contemplate the minimum requirements for the public bidding of sanitation-related projects. A shortage of qualified personnel for specific technical analyses is also noted. While pertaining to the quality of projects deemed adequate in the sanitation area, the present paper means to evaluate those being currently practiced by carrying out a study case which includes 21 projects in 18 cities and 3 districts in the state of São Paulo. Such study was then analyzed as per a qualitative and quantitative methodology. The results indicate a level of deficiency in the design quality, with more than half of the projects showing an information adequacy score below 50%. The key disciplines that stand out as the most critical are: Local Services, Executive Design and Conception. The study presents considerations and recommendations aimed at minimizing the encountered issues.
