ANALISE DE CONTRATOS PÚBLICOS DE PROJETOS DE ENGENHARIA COM RELAÇÃO AOS SEUS ADITIVOS

The study herein presents the analysis of influencing factors of contractual additions, based on the research of information obtained from FISCOBRAS (TCU, a governmental oversight and accounting agency) during the period from 2014 to 2017, regarding completed public works in which physical, economic and geographic characteristics were utilized in analyzing the correlations between the initial cost of contracts with the percentage of added cost; and the initial cost of the contract with the percentage of additional term of those contracts. These are studied categorically, by the type and by the geographic region of construction. From the sample-set utilized, we've found that 28% accrued additional costs; 7% accrued additional time of contracts and 65% accrued both additional costs and time of contract. It can be stated that lengthened time of contract are associated with the initial cost of the contract in building construction, where works of this type, with a higher initial value show a trend of higher additional costs. However, when the same analysis was applied to highways and railways it showed no such trend of results. There is also no direct relationship between the work site and additional costs or time of contracts. This is an important publication in furnishing information in the public construction sector for preview possible risks in contractual additions terms.
