Risk management in the construction industry contributes to ensure fewer losses. A study about the maturity of the scope definitions during pre-project stages of small and medium-sized construction companies was conducted. The main risks that can be identified during the stages that precede preparation of the executive projects of new developments were identified. The study included four companies from Santa Catarina, through semi-structured interviews. Specific characteristics from the companies regarding their decision-making processes were identified. These companies showed low maturity regarding risk management. Furthermore, a high influence of subjectivity from the professionals involved with decision-making during pre-project definition phase was observed. The PDRI-Buildings tool emerged as a possible solution to support the monitoring of decision-making evolution, indicating the elements that need further monitoring. Results indicated a good acceptance of the PDRI tool by the companies studied. (Tipos 9 e 3)
