Requirements management in road projects

Infrastructure projects, specifically those related to highways, exhibit increasing complexity driven by societal demands, normative or regulatory requirements, necessitating solutions that consider environmental aspects and the social impacts of the projects. It becomes important to identify the various stakeholders and their needs. In this context, this paper addresses the topic of requirements management for the development of road projects. Through a case study, the paper sought to understand how requirements are managed in road projects within the scope of a public institution, particularly analyzing how requirements are identified, classified, and prioritized. Sources of evidence included interviews with professionals involved in project development, as well as multiple project documents. Based on the analysis of requirements management processes, and considering the theoretical framework identified in a systematic literature review, guidelines for improving the requirements management process were defined.
