RCD Recycling and Municipal Legislation: diagnosis in Brazilian cities

The significant generation of waste in the construction sector has been an environmental problem challenged by the government for years. Recycling construction and demolition waste (CDW) has the advantage of reducing the consumption of natural resources while reducing the need for space in landfills. This article aims to carry out a quantitative diagnosis of the existence of municipal legislation (laws and decrees) on waste management and the presence of construction waste recycling plants. Brazilian municipalities were analyzed, based on information from the document “Panorama dos fluxos solidos de 2022” and digital research. A sample of 75 Municipalities presented 94 Municipal Legislations and 150 construction waste recycling plants in operation. Approximately 80% of the Municipalities have specific legislation on CDW management, and of these, 7% do not have a plant in operation in the Municipality. Around 20% of municipalities do not have legislation on RCD management, however there is data on plants in operation.
