ANÁLISE DOS ADITIVOS CONTRATUAIS NO MUNICÍPIO DE MARACANAÚ CE

Abstract

Often public constructions are seen by the population as a pretext for misuse of public funds, delays and stopped constructions. Usually caused by incomplete projects and budgets, failures of execution, lack and/or delay of payment by contractors, even disregard of them with the work in question thus generating contractual additives, not provided for in the Budget Law. Thus, this article, the result of a undergraduate thesis, aims to analyze the percentage of the value of contractual additives in engineering constructions and services, in the city of Maracanaú - CE, in the years 2015 and 2016. For this, a field research, with a quantitative analysis. Project information was obtained from the Maracanaú Infrastructure Secretary. All the constructions and engineering services delivered in 2015/2016 were analyzed, always seeking the initial values of their bids, the final value of the construction and the reason why that it required an additive. All data were statistically organized and the average percentage of additives of the constructions in the city was found. This study is of the utmost importance to public administrators, so that they are aware of the importance of well-defined basic projects, thus avoiding the need for additives.
