PBQP-H versus Quality II

Abstract

In the construction industry, the concept of quality, from the perspective of error and rework, refers to the conformity of an item to its specifications. Thus, the causal relationship between these concepts, although explored in the literature, remains a problem on construction sites. Recently, research has cast a new light on the idea of quality in construction, known as Quality II, a new paradigm for quality in construction, which anchors quality on four pillars: error management, psychological safety, resilience, and psychological contract. Given this new conceptual paradigm, the objective of the article is to identify which of the Quality II pillars can be found in the context of Brazilian legislation focused on construction quality, especially in the Brazilian Program of Quality and Productivity in Housing (PBQP-H). To this end, documentary research was conducted. The present study allowed us to observe convergent points, such as high-level managerial commitment; however, other concepts of Quality II could be incorporated into the PBQP-H, such as error management. The article aims to offer suggestions for improving the PBQP-H and to assess the feasibility of applying Quality II in Brazil.
