Common Data Environment implementation in the Public Sector: challenges and opportunities

The adoption of Building Information Modeling (BIM) has promoted gains in efficiency and effectiveness for the development of Architecture, Engineering and Construction (AEC) projects, facilitating the exchange of information and promoting integration between the parties. Therefore, several countries have developed strategies to promote this technology in public sector projects. In Brazil, such efforts have been coordinated based on the National BIM Dissemination Strategy. Standards, regulations and guidelines have been proposed for managing information in projects, including the requirements and characteristics of the systems used in data management, called the Common Data Environment (CDE). However, these documents do not address the specific context of projects contracted by public agents, that operate in a regulatory scenario, very different from that of private companies. The present study, of an exploratory nature, aims to identify barriers and opportunities in the implementation of CDE in the public works scenario, through a literature review associated with the promotion, realization and operation of a CDE in the context of the public sector.
